Building desktop for parents. Need final thoughts pc building site custom pc builder

I am planning to upgrade my parents with a new computer and get rid of the old Core 2 Duo desktop they own. Planning to go for Ryzen over Intel but not sure if 1600 is overkill for them or not. Storage is not something to worry about since they currently own external hard drives. Quite unsure about motherboard as well. Want to at most make the build an mATX or lower.

Usage: Photoshop, Video slideshows, web browsing Budget: Under $700
