Recently a friend helped me build a PC, and it's been working great, except for one odd hiccup: when I try to enable XMP to get my RAM to run at the advertised clock speed (3200MHz), the performance of the computer plummets. After running tests and monitoring with NZXT's CAM software, I confirmed that the GPU was running normally, the RAM was running at 3200MHz like I wanted, but the CPU throttled at 800MHz. Going into BIOS again, I was able to confirm that there too the clock speed was set to 800MHz.

In the Asus BIOS, I've tried a few tweaks to address the issue, but without success from any of these. Things I've tried include:

-Updating my BIOS to the latest version.

-Enabling XMP with and without the "all core enhancement" option that the BIOS asks about when enabling XMP.

-Leaving XMP disabled, and only changing the DRAM Frequency manually.

-Uninstalling the Asus AI Suite 3, which I was told had issues in the past.

The only thing that fixes the issue is to completely disable XMP, after which the CPU happily clocks up to 4.2GHz as it should.

Any help would be greatly appreciated! I'd love to see my machine (which I have christened Nightblood) running at its peak. :)
