Is my PC using its full potential? pc building site custom pc builder

So, I got my PC half a year ago and it's managed to play games pretty well. These are my specs:

GPU - GTX EVGA 1070 FTW

CPU - Intel i5 6600k w/ 212 EVO

RAM - 16GB (4x4) Corsair Vengeance 2400MHz

PSU - Corsair CX650M (650W) ** MOBO** - Gigabyte Z170 K3 EU

STORAGE - 525GB Crucial MX300 SSD

However, when I check the control panel, it looks off to me.

This is the feedback I get here. At the time of the gif, I was downloading an update, and I had a chrome tab open with no video or anything playing.

It says that I'm using 44% of my memory, but when added up, I counted only around 1.6GB was being used. Does this mean that my computer is only registering 4GB of my RAM when I have 16? That would explain why my chrome keeps crashing.

Additionally, it says that I'm using 91% of my disk, but I counted only about 100Mb/s was being used. I'm not sure if that's normal for the SSD that I'm using, but 91% seems quite bad considering I was only doing light tasks.

The CPU looks quite off too. I don't understand why 80% was being used at that time.

Anyway, I would massively appreciate it if someone could explain this to me. Hopefully I'll be able to fix it, or maybe it's just a glitch in the control panel.
