The computer turns on for 10-20 seconds, then turns off. As soon as the fans stop spinning, then it turns back on. Rinse and repeat ad infinitum. Nothing is ever shown on the monitor, and since I don't have a PC Speaker or any of the debug LEDs (cheapest Mobo at the time), I can't give any codes.

List anything you've done in attempt to diagnose or fix the problem.

I've cleared the CMOS multiple times, I've tried to boot it with the ram in a different slot, I've tried to boot it with a different stick of ram, I removed everything but the CPU, MOBO, and a HDD, still no dice.
