My Noctua D14 can't cool Ryzen 1700 of 3.8 at 1.3v? pc building site custom pc builder

It reaches 82C under ycruncher AVX2 test. It's not a terribly high OC and voltage. I see people achieve 65c underload with a much higher voltage.

My case is Fractal Design Mini C with default case fan configuration with maximum case fan speed.

What's the most likely problem? Should I reapply thermal paste? I use Noctua NT-H1. Motherboard reports fan speed at 1300rpm. I use the y splitter that comes with the cooler.
