PC build for friend's elderly mother - Looking for tips on saving $$ pc building site custom pc builder

Build Help/Ready:

Have you read the sidebar and rules? (Please do)

Alwaysss.

What is your intended use for this build? The more details the better.

This is a PC for a friend's elderly mother. She would just be checking facebook, emails, reading news, etc. I've always built all out/balls to the wall PCs, so I am not so familiar with the cheap side of things.

What is your budget (ballpark is okay)?

As cheap as possible, this is why I'm here. Looking for savings tips. Would like it all to be under $400 USD.

In what country are you purchasing your parts?

US of A

Post a draft of your potential build here (specific parts please). Consider formatting your parts list. Don't ask to be spoonfed a build (read the rules!).

Provide any additional details you wish below.

I would like to keep 8 gigs of RAM if possible. I'm sure you are all familiar with the elderly, they just let all sorts of crap run in the background without knowing.

I have a copy of Windows, so that is good to go. Would like to keep it as cheap as possible. If a new cheap monitor can be squeezed in, great, but we will probably just get a cheap one on craigslist.
